Public Records Policy
To comply with Washington State RCW 42.56 Public Records, commonly known as the Public Records Act, Sno-Isle Libraries shall have procedures and guidelines for requests for public records.
Sno-Isle Libraries public records are available for public inspection and duplication, except as otherwise provided by RCW 42.56.001 – 42.56.904. Sno-Isle Libraries procedures for handling requests for public records shall include the following guidelines:
Requests for Public Records
Any public record may be obtained by members of the public by using the following procedures:
Completion of a Request to Inspect Public Records form. The request form is available at any community library, the Sno-Isle Libraries Service Center, 7312 35th Avenue NE, Marysville, WA 98271, or the Sno-Isle Libraries website. All requests either for inspection or for copies of public records must be in writing addressed to the Public Records Officer and may be delivered in person to the Sno-Isle Libraries Marysville Service Center or any community library, by mail, e-mail to email@example.com or fax (360 651-7001).
The request includes the following information:
Name, address, and telephone number of the person requesting the record,
Time of day and date on which the request was made,
Nature of the request, and
Appropriate description of the record requested including the document name.
The public records specified in the request;
Acknowledgment of receipt of the request and an estimate of additional time needed to produce the information requested; Additional time required to respond to a request may be based upon the need to clarify the intent of the request, to locate and assemble the information requested, to notify third persons or agencies affected by the request, or to determine whether any of the information requested is exempt and that a denial should be made as to all or part of the request.

This policy will be implemented by the Public Records Officer, as delegated by the Executive Director.

Individuals asking for public records information will receive a response within five (5) Service Center business days from the receipt of the request. The response will include one of the following (RCW 42.56.520):
Sno-Isle Libraries' public records are available for inspection from 9:00 am – 5:00 pm Monday through Friday by appointment (excluding legal holidays or upon official closure of the facility) only at the Sno-Isle Libraries Service Center, 7312 35th Avenue NE, Marysville, WA 98271.
Sno-Isle Libraries may deny access to a public record that is exempt under the provisions of the law.
Any library record the primary purpose of which is to maintain control of library materials, or to gain access to information, that discloses or could be used to disclose the identity of a library user, is exempt from public disclosure by RCW 42.56.310.
Certain other exemptions pertain to public records, under certain circumstances, specified in Chapter 42.56 RCW and/or other applicable law. If any item is withheld, a written statement of the specific reasons therefore will be provided by the Public Records Officer.
Copying / Fees
No fee will be charged to inspect public records. Initial requests for a single copy of documents approved by the Sno-Isle Libraries Board of Trustees in a public meeting (e.g., policies, resolutions, budgets, minutes, agendas) and information included on the Sno-Isle website will be provided without charge. Copies of the policies that the Sno-Isle Libraries Board of Trustees has approved may be viewed at and/or printed from the Sno-Isle website, www.sno-isle.org.
Sno-Isle Libraries will charge a fee of 10 cents per page for providing copies of public records and for use of Sno-Isle's copying equipment. If Sno-Isle Libraries has to pay an outside source to make duplicates of records such as photographs, blueprints or tape recordings, or other media copies, the requestor will be responsible for payment of such costs. For all requested copies of public records, for which Sno-Isle Libraries imposes a copying charge, the requestor will be required to make an advance deposit of ten percent (10%) of the estimated costs of providing copies.
