The new library will be the heart of the Mariner Community Campus. The Mariner Community Campus will be a central resource providing residents access to a mix of activities focused on education, learning, democracy and community connection. The goal is to provide flexible space to serve the community as it grows.

Vision: To create an accessible Mariner Community Campus that provides basic needs and resources to residents in the Mariner-area community. The campus would be based on a permanent public-private partnership to:
- Build a safe and accessible community campus
- Provide a community benefit meeting the basic needs of all residents
- Support the Mariner area through integrated and high-quality services and amenities that reinforce healthy families and a strong community
The project’s guiding principles include: Free and equal access to resources and technology, community opportunities, connection to community and social equity.

How is the project funded?
- Sno-Isle Libraries Foundation
- $4,153,940 - Washington State Local Community Project Funding
Initial funding is anchored with a Capital Budget appropriation by the State of Washington. Additional support in the form of staffing resources is being provided by Sno-Isle Libraries and other public and non-profit partners.
The funding model for subsequent phases will be established by agreement among interested parties and is anticipated to include a mix of budget, services, resources and support.
Sno-Isle Libraries is approaching funding capital projects in ways that reflect and align with each community. We are optimizing funding by pursuing a combination of sources – grant funding, capital campaigns and regular levy funds – and reducing the reliance on public bond elections.
Project Overview
- October 2023: The property identification and acquisition process continues in tandem with community engagement and events.
- May 2023: Sno-Isle Libraries and Everett Housing Authority have signed a Memorandum of Understanding (MOU) to begin exploratory efforts on a joint development for the Mariner Community Campus Project.
- August 2022: Back-to-School Fair in partnership with Hand in Hand to distribute backpacks and school supplies, including an additional 20 community partners joining the resource fair.
- April 2022: Property search begins.
- March 2022: Terry Lott Jr. joins Sno-Isle to lead the development of the Mariner Community Campus project.
- 2019: Publication of the Mariner Community Campus Community Needs Assessment Report.
- May 2019: Community Meeting to engage our community in the planning process.
- April 2019: Community Meeting for residents to share feedback.
- 2018: Community needs assessment began to identify community need and define values to guide the work.
- 2017: Conversations related to a permanent Mariner Community Campus began with Sno-Isle Libraries, the Snohomish Health District, Snohomish County Executive Dave Somers, Mukilteo School District, United Way of Snohomish County and others.
- 2017: Sno-Isle Libraries opened the Mariner Library as a demonstration project.
