Sno-Isle Libraries provides access to its public records under the provisions of the Washington State Public Records Act RCW 42.56, the Public Records Policy, and the Public Records Request Administrative Policy.
The Library makes a variety of records available online, including, but not limited to:
- Board of Trustees meeting agenda, packets, and minutes
- Contracts awarded
- Annual Community Report
Other records maintained by the Library are available for public inspection or copy, unless specifically exempted by law.
Use of the Library’s Public Records Request form is the most efficient way to make a request; however, its use isn’t required for a request to be processed. Requests may be submitted in person, via mail, email, or phone. To best assist you, include the following information:
- Contact information of requester
- Identification of the public records adequate to locate the records
- Whether you wish to inspect the records in person and/or purchase physical or digital copies
- The date and time of day of the request

Sno-Isle Libraries Administrative Policy
Purpose
The purpose of this policy is to establish consistent requirements and responsibilities for the borrowing, care, return, and administration of Sno-Isle Libraries' physical materials and equipment. This policy helps protect library resources, promotes equitable access for all customers, supports responsible stewardship of public assets, and provides a framework for addressing loss, damage, misuse, or noncompliance related to borrowed items.
Scope
This policy applies to all physical library materials and equipment made available for checkout by Sno-Isle Libraries in alignment of the Library Board approved Library Card & Lending Policy and the Capitalized Asset/Small & Attractive Asset Management Policy.
Customers who borrow library materials or equipment assume full responsibility for their care and timely return. Borrowed items must be returned in substantially the same condition in which they were issued, with reasonable allowance for normal wear and tear.
General Material Guidelines
All library materials must be returned free from damage and odors.
Materials returned with damage, contamination, or conditions that render them unsuitable for the next customer may result in replacement charges being assessed to the customer's account and may affect future borrowing privileges.
Equipment Borrowing Requirements
Consistent with the Capitalized Asset / Small and Attractive Asset Management Policy, Sno-Isle Libraries is responsible for safeguarding and maintaining technological resources made available for customer use.
Customers borrowing equipment must ensure all items are returned:
- Clean – Free from dirt, debris, stickers, residue, or other external contamination.
- Complete – Including all original parts, accessories, cables, chargers, cases, and components.
- Undamaged – In the same condition as received, with reasonable allowance for normal wear and tear.
Damage, Loss, or Missing Components
Materials or equipment returned with physical damage, excessive soiling, missing components, or missing accessories may result in repair or replacement charges being assessed to the customer's account.
Borrowing privileges for library materials and equipment may be suspended or revoked based on the severity or frequency of violations.
Equipment Tampering
Unauthorized modification, alteration, or tampering with library equipment, including, but not limited to, the removal of SIM cards, installed software, security features, asset tags, or other components, may result in:
- Immediate suspension of equipment borrowing privileges;
- Permanent revocation of equipment borrowing privileges;
- Assessment of repair or replacement costs.
Liability and Administrative Actions
Failure to comply with this policy may result in administrative action, including financial liability for damages, losses, or replacement costs of materials at time of purchase by the Library District. Wi-Fi Hotspots $250.00, Chromebook & Wi-Fi Hotspot to go kits $770.00 or Laptop & Wi-Fi Hotspot to go kits $920.00, and the suspension or loss of all or partial borrowing privileges.
