Security Camera Use Administrative Policy

Visiting Your Library FAQs

  • Remote printing can be submitted from your home computer, a library laptop, or another device through our Remote Printing Portal

    Double-sided printing is not available for remote printing, however customers can print double-side by using library computers in person. 

    To Print Remotely

    Visit the library’s Remote Printing Portal. Enter your library card number and PIN then choose Web Print from the left menu. If you are on mobile, tap View in Desktop Mode from the bottom of the summary.

    1. Select Submit a Job
    2. Select black and white or color and size of paper you would like to print
    3. Select the Print Options and Account Selection button
    4. Enter the number of copies you need and select the Upload Documents button
    5. Upload files by dragging them into the highlighted box or browse files by selecting Upload from Computer
    6. Select the Upload and Complete

    To Retrieve Your Remote Print Job

    1. To have library staff print the job for contact-free pickup, select the Notify Library button. Once the form opens, select a library, enter your library card number, and submit. Please allow 2 business hours for documents to be printed and available for pickup.
    2. To print yourself, visit any library during open hours. At the print station, enter your library card number and PIN, then select the job you would like to print.

  • Some Sno-Isle Libraries offer self-service access.  You can ask for an automated Entry Code Reminder.

    For assistance with entry codes, please reach out to a staff member when the library is open.

Sno-Isle Libraries Administrative Policy

Purpose

To describe the use of security cameras to enhance the physical security of the library, its property, staff and customers in support of the Sno-Isle Libraries (Library District) commitment to providing a welcoming environment where customers may use library facilities and collections for intended purposes to the maximum extent possible as expressed in the Sno-Isle Libraries Board Policy Customer Use of Library Spaces.

Scope

The Library District, or authorized city staff in the instance of a city-owned library building, may elect to install security cameras for the purpose of enhancing the physical security of the library, its property, staff, and users. This practice is to deter vandalism and mischief in unsupervised areas and to identify those individuals involved in such activity for law enforcement purposes, while adhering to the applicable federal, state and local law concerning the confidentially of library records, the disclosure of public records, and the protection of individual privacy. Only authorized city or library staff may view recordings.

Implementation

Security Camera Locations

Security cameras may be installed in outdoor and indoor places where individuals have no reasonable expectation of privacy. Examples include public common areas of the library such as parking lots, exterior walkways, entrances, lobbies, and areas prone to theft or misconduct. Security cameras will not be installed in areas of the library where individuals have a reasonable expectation of privacy such as restrooms or private offices. Nor will they be positioned for the purpose of identifying a person’s reading, viewing, or listening activities in the library. Security camera locations will not be added or changed without the permission of the Deputy Director, the Community Libraries Director, and the Assistant Director of Facilities, Safety and Security.

Where security cameras are in use, signs will be posted at the library entrance to inform customers.

Security

The Library District does not monitor security cameras in real time. As security cameras are not constantly monitored, Library District staff and customers should continue to take appropriate precautions for their safety and for the safety of their personal property. The Library District is not responsible for the loss of property or personal injury.

Data Storage and Retention

Recorded data is confidential and secured in a controlled area. Recordings will typically be stored for no more than 30 days, unless required as part of an ongoing investigation. As new images are recorded, the oldest images will be automatically deleted.

For investigations initiated by law enforcement agencies, recorded data will be made available to law enforcement upon presentation of a valid court order or subpoena establishing probable cause to review the data.

Access to Security Camera Recordings

Access to recordings generated by security cameras will be limited to authorized employees as designated by the Executive Director. The Executive Director, Assistant Director of Technical Services – Information Technology, or Assistant Director of Facilities, Safety and Security may access such records only as appropriate during the course of their assigned duties, such as system maintenance, response to public disclosure requests or as otherwise required by law, including cooperation with law enforcement investigations.

Those authorized to access security camera recordings shall not violate any laws, rules, or this policy in performing their duties and functions related to the security camera data. Video records shall not be used or disclosed other than as specifically authorized by this policy, or as required by law.

Privacy

Confidentiality / privacy laws and policies prohibit the general public from viewing security camera recordings that contain customer information. Recorded data will be accorded the same level of confidentiality and protection provided to customers by Washington State law and Library District policies.

This policy is reviewed every four (4) years by the Director of Community Libraries (or designee), who makes recommendations to the Leadership Team for review and approval.
